At the very least, in-city garage sales should be banned during the two festivals. They trash the city and clog traffic. Folks can move these sales out of city lines, where traffic flows easier and those people who come for the festivals aren’t inhibited getting downtown. Perhaps requiring permits for in-city garage sales with a limit (2 or 3) per address to stop the “perpetual” sales that make the city look bad. There are many homes that keep sales on their patios or in garages year-round. I will never forget one particular garage sale I attended during a festival; it was near the square and had partial bottles of shampoo, half used bottles of perfumes, and a half used bar of soap for sale; seriously, it was disgusting and I was embarrassed for Mountain View.
